Biography
Born in Taipei, Taiwan in 1966. Awarded German Art Exchange Scholarship (DAAD) in 1993. Obtained MA from the Hochschule fur Gestaltung Karlsruhe, Germany in 1997.

During residency
With the corporation of the institution for the mentally impaired near the ARCUS Studio, Chen took footages of participants sitting in front of the video camera for 30 minutes to produce Portraits of Angels. In Exchange of Rose, he gave away roses (prefectural flower) to the local residents and sent their photographs by e-mail, and asked them to give him the drawings of the rose in exchange.
